Spencer Shepard is a Trooper for the San Andreas State Police, badge #469. She is from Vancouver and is the younger sister of SWAT Commander, James Shepard. Spencer is very flirty, often trying "rizz" people regardless of gender.

Spencer has brown eyes and arrived to the city with dark hair, but has since dyed her hair white.

Spencer is the sister of James Shepard, who she refers to as "Jim Jam" after once walking in on him putting his penis in a jar of jam. Spencer frequently trolls her brother and intentionally makes him uncomfortable for her own amusement. Despite this, Spencer has her brother's back and will stick up for him against others.

Spencer killed two horses while in the RCMP. One she rode off a cliff. The other she "rode too hard", leading to a heart attack.
