Todd is not like any other 8 year old. He is a true gangster that don't play no games out in these streets of Los Santos. Todd can be found decorating his apartment or running around town getting into trouble with his crew. Only call Todd "Elmo" if you wish too get shot at, even in front of the cops.
Character History[]
Todd Biblioteca, Born Feb 29, 1992 (Which, being a leap year, makes Todd technically only 8 years old) to unknown parents who left him as a baby outside a library in Mexico. He was named to reflect that.

| Hank Cliff | Uncle Daddy | Todd first met Hank less than a minute into Hank's first shift as a State Trooper, when Todd ambushed Hank outside of the LSPD garage, and begged Hank to let him clean Hank's police cruiser. Todd claimed to be part of a "Scared Straight" program, and needed to clean the car as part of it, but demanded money in return. On a later date, Hank provided character witness to a court hearing for Todd, and after Todd got a parking violation ticket, Hank provided Todd with several hundreds of dollars to pay the ticket. As thanks for that, Todd then tried to mug Hank at gun point: in the middle of the courtroom. | |
